Watch Your Email for DHHS Contracts

The Department of Health and Human Services (DHHS) has informed us that Community Grants of $30,000 or less will be executed using a simplified contract in FY19. These letter contracts must be signed anew each fiscal year. To save time, DHHS is sending scanned contracts by email from Maurine Atkinson of the Contract Management Team (CMT).

Please watch your email for the contract and be sure to respond quickly. Sign and scan the contract and email the signed scanned contract back to Maurine at DHHS along with any insurance certifications required.

The DHHS contract team is working hard to be sure there are no breaks in service for programs already providing services under a Community Grant. That can only happen if a new contract is ready and a notice to proceed has been issued by July 1, 2018. Nonprofits can help by responding quickly to emailed contracts.

Advocacy Update – FY19 Budget

On May 24 the Montgomery County Council approved the County’s $5.6 billion FY19 Operating Budget. In this budget cycle Nonprofit Montgomery advocated for a 3% increase for nonprofit contracts across all county departments. The final budget included a 2% increase for DHHS contracts only. Nonprofit Montgomery’s advocacy raised awareness of the nonprofit contracts in several county departments in addition to DHHS. Contract increases are critical to ensuring that nonprofit organizations can continue to provide high quality services to people in need. Contract increases across all departments will remain an important advocacy agenda item.

The Council’s final budget resolutions can be viewed here. The budget includes more than $12.37 for 249 County Council and County Executive grants for nonprofit partners. The complete list of FY19 Council approved grants can be found here.

Now is a great time to thank the Councilmembers and their staff for supporting the critical services provided by the county’s nonprofit organizations.

Advocacy Update – FY19 Budget

The County Council reached a preliminary agreement on the $5.6 billion County operating budget and the $4.5 billion six-year capital budget. A final Council vote on the FY19 Operating Budget and FY19-24 CIP is scheduled for Thursday, May 24. The budgets will go into effect on July 1. The Council’s final budget resolutions will be posted on May 24.

The County Council has reached a decision on the final reconciliation list for the FY19 budget. Nonprofit Montgomery requested a 3% increase to all nonprofit contracts. The DHHS committee put this requested increase on the reconciliation list in increments of 1%, and then four ½% increments.

The result is that there is a 2% increase in County contracts in DHHS. Click here for the final grants reconciliation list. And here for our advocacy update about this.
